The evolution of TRiO programs is marked by a progressive journey. Originating with Upward Bound in response to the Economic Opportunity Act of 1964, a pivotal step in the War on Poverty, TRiO's inception laid the foundation for subsequent outreach efforts. Talent Search followed in 1965 under the Higher Education Act, broadening the scope of educational accessibility. By 1968, Student Support Services, initially termed Special Services for Disadvantaged Students, was established through the Higher Education Amendments, furthering the commitment to educational equity. As these initiatives gained momentum, the collective term "TRIO" emerged to encompass these federal endeavors.

Throughout the years, TRiO has undergone expansion and refinement to extend its reach and enhance its services, adapting to the evolving needs of students. The Higher Education Amendments of 1972 introduced the Educational Opportunity Centers as the fourth program within TRiO, amplifying support networks. Subsequent amendments in 1976 and 1986 introduced the Training Program for Federal TRIO Programs and the Ronald E. McNair post-baccalaureate Achievement Program, respectively, enriching the array of available resources. Furthermore, recognizing the demand for specialized education, the Upward Bound Math/Science program was established in 1990 to cater to the fields of mathematics and science.

Upward Bound

Upward Bound is a transformative program dedicated to guiding young students toward higher education readiness. Through both its Academic and Summer Components, participants receive comprehensive instruction in literature, composition, mathematics, science, and foreign languages.

With a focus on empowerment, Upward Bound serves 60 high school students across local high schools. It equips them with the essential skills and motivation necessary not only to graduate but also to confidently pursue postsecondary education opportunities.

Upward Bound Goals:

  • To provide participating students with maximum exposure to the career and educational opportunities afforded to college graduates.

  • To increase the high school graduation rate of participating students.

  • To increase the college acceptance, retention, and graduation rates of area students.

Upward Bound Eligibility Criteria:

To participate in the Upward Bound program, you must be a citizen or permanent resident of the United States. You must also be committed to postsecondary education, have a need for academic assistance, and meet these criteria:

​1. Be between the ages of 13 and 19.

2. Be enrolled in a target school in Anderson or Oconee County.

3.  A.) Have a family income that meets the federal economic guidelines.    

B.) Be a first-generation college-bound student (neither parent has a four-year college degree)
